SKELLY WINGARD, RN, PHN, MSN
Chief Executive Officer
Skelly Wingard, MSN, RN, PHN, is the Chief Executive Officer of By the Bay Health, Northern California’s largest independent nonprofit provider of hospice, palliative, and home health care. A forward-thinking leader with deep clinical roots, Wingard is widely recognized for her innovative approach to care delivery and her dedication to strengthening the healthcare workforce.
Since joining By the Bay Health, Wingard has led the successful merger of three nonprofit hospice organizations—creating a unified, sustainable model that protects and expands access to community-based, nonprofit care. She also spearheaded Pathways to Care Careers, a groundbreaking workforce development initiative that brings together educators, healthcare providers, and nonprofits to cultivate the next generation of nurses and healthcare professionals in response to the region’s aging population.
Wingard’s impact extends beyond her organization. She serves on several prominent boards, including the Coalition for Compassionate Care of California Advisory Board, the Schools to Careers Board at the Marin County Office of Education, the Marin Forum Board of Directors, and the By the Bay Health Board of Directors. A respected voice in the industry, she is frequently invited to speak at conferences and is a trusted media commentator on topics including healthcare leadership, workforce development, and system innovation.
Wingard began her career as a bedside nurse and earned her Master’s Degree in Nursing from the University of San Francisco. She has held progressive leadership roles across major healthcare systems, including Kaiser Permanente, where she served as Vice President of Continuum of Care for the Mid-Atlantic States, overseeing strategy and operations across hospitals and post-acute services in Virginia, Maryland, and Washington, D.C. Her earlier roles at Ensign Services and North American Health Care further shaped her expertise in clinical operations and senior care.
ROBERTINA SZOLAROVA, RN, MS
Chief Administrative Officer
Robertina Szolarova joined By the Bay Health in 2003, serving in clinical leadership and quality & compliance roles before becoming CAO in 2018. She is a registered nurse by training, and received her Master’s degree from UCSF’s Health Policy Nursing program. She oversees Human Resources, Education, Quality & Compliance, Service Excellence, Marketing & Communications, and Retail Operations.

Chief Financial Officer
Costolino Hogan joins By the Bay Health from Kaiser Permanente, where he most recently served as Area Finance Officer, acting as Chief Financial Officer for two hospitals in Northern California. Over his 20+ year career, he has held leadership roles in finance, strategy, and operations across hospitals, clinical care, IT, and public sector organizations. He has been a trusted advisor to organizational partners, leaders and Boards, led major change management and operational improvement efforts, and developed high-performing finance organizations. His expertise spans financial management, capital planning, M&A, and integrating advanced analytics into performance management.

SVP North Care Region
Marcy Norenius, Senior Vice President of By the Bay Health’s North Care Region, brings more than 20 years of experience in healthcare leadership, with a background spanning managed care, public health, and nonprofit healthcare administration. In her current role, she provides operational oversight and strategic direction to ensure the delivery of high-quality, compassionate care across the region.
Norenius, who holds a Master of Public Health from Tulane University School of Public Health and Tropical Medicine and a Bachelor’s degree in Biology from the University of California, Santa Barbara, has built her career around advancing health equity and strengthening community-based care. She has held leadership positions in both clinical and administrative settings and currently serves on the Board of Directors for Marin Community Clinics, reflecting her long-standing commitment to expanding access to healthcare.
Raised in San Anselmo, Norenius is deeply connected to the community she serves and is proud to carry forward By the Bay Health’s mission of providing exceptional hospice care with dignity and compassion.

ALEX ORTIZ
VP Home Health
Alex Ortiz brings more than a decade of leadership in home health and hospice operations, sales, and business development. He has held executive roles including Chief Operating Officer of Kamelya Home Health and Executive Director at Uni Care Home Health, where he consistently drove strategic growth, expanded markets, and built top-performing teams. Most recently, as Branch Director at CenterWell Home Health, he led his team to exceed admissions targets by 130% while expanding market presence by 22% in just one quarter. Alex is widely recognized for his ability to forge strong partnerships with physicians, hospitals, and payers, and for designing innovative strategies that improve both patient outcomes and organizational performance.
SARAH BUCK
Sr. Director Human Resources
Sarah Buck is Senior Director of Human Resources for By the Bay Health, Mission Hospice, and Hope Hospice. Buck brings more than 20 years of experience in Human Resources specialties, partnerships, and leadership throughout diversified industries including healthcare, life sciences, and non-profit. In her current role, she provides HR oversight and leadership direction on all employee impacting initiatives across the greater organization. Buck is known for implementing purposeful, business informed, and engagement driven policies and practices with a commitment to focusing on building high-performing teams to deliver quality services.
Previously, Buck led successful international and West Coast organizational transformations with improved operating models and talent capabilities, while supporting scaling and growth initiatives throughout multiple mergers and acquisitions. Buck holds a master’s degree in industrial relations from the University of Wisconsin-Madison, and will continue to support employee partnerships across the HR function to enhance our mission-driven care.
